Tank capacity is a volume question; tankless is a flow question. You aren't asking how many gallons you store, you're asking how many fixtures run at once and how cold the incoming water is. A Maryland winter drops inlet temperature, which means the unit has to raise the water further and its usable flow falls at exactly the time of year you care most.
Undersizing shows up here. A unit that's fine in August struggles in January when the incoming water is much colder and two showers are running. Sizing for the cold month rather than the average is the whole trick.
If you have a large soaking tub or a household that showers simultaneously, say so up front. It changes the model, and it's cheaper to say it now than to discover it in February.
